Holy hell, the feels in this pic got to me the moment I saw the title. The happy expression on Scoots face, coupled with the title, really gets to ya good. The background is just as it needs to be; it's there, but it allows the viewer to focus what's really important: Scootaloo and Rainbow.
While I love what you're going for in this picture, there are a few things I think you can improve on. For example, Dash's muzzle is too blocky for a mare. You see how you drew Scootaloo's muzzle? Draw Dash's like that. Their postures are perfect, the outline is a little off-putting. The white outline followed by the black makes it feel like you just copy and pasted the two characters into a background that was already drawn. If that is not the case, I'd highly suggest you do away with the white outline.
Next, I like how you tried to put emphasis on Dash's breast (the part where Scootaloo's hooves are touching), but I think you overdid it a little. You don't need to show that, and it kinda makes her look a little masculine, same goes for her blocky muzzle.
This might just be me, but I think that Scootaloo's wings should be just a little bit bigger.
Lastly, the ears look like they're way too thick. I suggest you make the edges thinner by expanding the inner part of the ear so that the edges of the ear are thinner.
Overall, I really do love this picture. The title is perfect, Scootaloo's happy hopeful expression even more so. I rate this picture a 9/10!
